During the Oct. 12 meeting of the Carroll County Board of Supervisors, Sam Dickson made a motion for the board to appoint Hutchins to the Rooftop Board. The motion passed 5-0 with Hutchins, the Sulphur Springs District supervisor, abstaining from the vote.
Rooftop CAP Executive Director Chris Bedsaul and Human Resources Manager Sharon Nichols were suspended with pay Sept. 30, the same day Special Agents with the Virginia State Police executed a search warrant at Rooftop’s Galax headquarters as part of an investigation into alleged misappropriation of funds at the agency.
With Hutchins’ appointment, he will take the place of Michelle Dalton, who was serving as one of two Carroll County representatives on the Rooftop CAP board. The other Carroll representative is Board of Supervisors’ Chairman Dr. Tom Littrell.
“Due to the problems…and because there is a lot of funding that comes through that and I think we have a vested interest,” Dickson said after the meeting of why he made the motion to appoint Hutchins to the Rooftop CAP board. “It’s not that we had a bad member, don’t get me wrong. I thought with that much money involved, we probably needed to have a (Carroll) board member (on the Rooftop Board).”
Even though Carroll County already has a supervisor on the Rooftop Board, Dickson said Littrell is a very busy man. Another set of supervisor eyes on the happenings of Rooftop was warranted, he said.
“We just felt like it was important. (Dr. Littrell) is an active practicing dentist and may not be able to make all the meetings. He is the acting chairman of the Carroll County Board of Supervisors and he has a lot of other duties, so his time is limited,” Dickson said. “Now he has extra help.”
Hutchins is also the only current member of the Carroll County Board of Supervisors assured to retain his supervisor seat for the next term as he is running unopposed in the Sulphur Springs District.
